Alternative Service Committee

The Alternative Service Committee met May 28, 2008 to discuss the direction of ASC since the legislature passed the new pay plans. The committee voted to suspend the committee's work at this time and monitor the implementation of the new pay plans including funding. At such time that the committee feels the new pay plans are not being implementing properly or there has been a lack of funding for the new pay plans by the legislature, the committee will reconvene to discuss the next steps concerning alternative service. As chair of ASC, Barb Nagel will keep the committee informed of any pertinent information over the next 5 years of implementation. If there is a successful implementation of the new pay plans including funding at the end of the 5 years, then at that time the committee will determine if it should be dissolved.

Welcome to the Alternative Service Committee's (ASC) home page. This website has been designed and developed by the committee to provide information and resources concerning alternative service and to establish an open dialogue with the classified employees at Kansas State University .

The Alternative Service Committee (ASC) is a University Committee whose charge is to research and develop a proposal (plan) for a new system of administration for employment at Kansas State University for classified positions. Under a new Kansas law, originally SB74 now SB21, the Board of Regents (BOR) may authorize any educational institution to convert any or all classified staff employee positions to unclassified service of state employment. These unclassified positions will not be the same as the state unclassified positions since the system for employment administration will be authorized at the university level, not at the state. These converted positions will be designated as university support staff. Those classified staff employees whose positions are converted shall retain all health and flexible benefits, leave and retirement benefits provided to them under the state classified employee system, and the implementation of a plan shall not cause a salary reduction or layoff of any classified employee under the law.

The proposal (plan) for employment administration must contain all aspects of employment for university support staff including personnel policies and procedures. These shall include a disciplinary and grievance process which provides for the right to appeal and due process procedures. The development of a proposal (plan) shall also be subject to input from affected classified employees. The plan will require K-State Administration approval and a majority vote by all the classified employees at K-State. If K-State classified employees vote in favor for going unclassified as university support staff, this recommendation will go to the BOR for final approval.

Currently, the committee is looking at the best features of the current state system and how, or if other features can be improved through a new system of employment administration. Simultaneously, the State Employee Compensation Oversight Commission has been formed to recommend changes to the State's classified pay plan. This is truly exciting times for change for classified employees.

As the committee moves forward we want to hear from classified employees about all issues concerning classified employment. A proposal (plan) is being developed so the classified employees at K-State will have the opportunity to say yes or no to alternative service. Without a proposal (plan) the classified employees of K-State will never have that voice to make a choice. That's why the committee is pursing alternative service, so every classified employee at Kansas State can have a voice in their own future as a classified employee.
